Case study 1: Displacement due to dams :
In India, many dams and hydel projects have been constructed since the 19th century. Due to this type of construction, 20 million people were affected by these. For example, because of the construction of the Hirakud dam, 20000 people were displaced. 250 Villages were destroyed. The second example is when the Bhakra Nangal dam was constructed in 1950, many no. of people were affected. It was hard to rehabilitate at that time, some of them were not rehabilitated till now.
Case study 2: Displacement due to disaster management
For e.g. Uttaranchal is a place which is situated in the northern part. Because of hilly regions, the high mountains area ecosystem triggers a disaster. One cannot stop disaster from happening but one can take some steps to reduce the effect of disaster. In India, only three states have resettlement and rehabilitation policies, Maharashtra, Madhya Pradesh, and Punjab have state-wide (R & R) policies. Uttranchal has no proper resettlement and rehabilitation policy.
Uttrakhand experienced many disasters like,
In 2023 Himalayan floods
In 2020 Himalayan forest fire
In 1919 Chamoli earthquake
In 1980 Nepal earthquake etc.
The study reveals that there is a need for resettlement and rehabilitation in 83 villages of Uttarakhand.
A disaster of rare severity requires a high level of resettlement and rehabilitation assistance from the state. Sound resettlement and rehabilitation policy helps the government to tackle the problem immediately and efficiently
